4. Pleasure (Ephesians 1:9)

5. Purpose (Romans 8:28)

1. Perfectly wise - it is formed in the counsel of God's sinless will and infinite wisdom.

Great is our Lord, and of great power: His understanding is infinite.

- Psalm 147:5

2. Eternal - it is from eternity to eternity.

The counsel of the LORD standeth forever, the thoughts of His heart to all generations.

-Psalm 33:11

3. All-powerful - it will all certainly come to pass.

And all the inhabitants of the earth are reputed as nothing: and He doeth according to His will in the army of heaven, and among the inhabitants of the earth: and none can stay His hand, or say unto Him, What doest Thou?

- Daniel 4:35

4. Unchangeable - it is faithful and true.

But He is in one mind, and who can turn Him? and what His soul desireth, even that He doeth.

- Job 23:13

5. All-inclusive - it is the plan of the Creator of, and Ruler over, all things.

Oh house of Israel, cannot I do with you as this potter? saith the LORD. Behold, as the clay is in the potter's hand, so are ye in Mine hand, 0 house of Israel.

6. Unconditional - it does not depend on anyone or anything outside of God.

Are not two sparrows sold for a farthing? and one of them shall not fall on the ground without your Father.

But the very hairs of your head are all numbered.

- Matthew 10:29-30

7. Sovereign - as Maker, God, does not have to answer to anyone outside of Himself.

Behold, He taketh away, who can hinder Him? who will say unto Him, What doest Thou?
